You are using IPv4, you should consider start using IPv6

Problem
HAPV configured to use clamd, but fails to start.

Solution
The user which is running clamav should be a member in the group havp is running. Also check the socket clamd is listen and HAPV is point to:
... AllowSupplementaryGroups true LocalSocket /var/run/clamav/clamd.ctl ...
... ENABLECLAMD true CLAMDSOCKET /var/run/clamav/clamd.ctl ...
